TOC Bid Tournaments
2022–2023
Congressional Debate
Congress bid tournaments fall into 4 tiers:
Tier 1 - Top 6
Tier 2 - Top 16
Tier 3 - Top 60
Tier 4 - Top 120
The tiered setup provides hard caps for previously ambiguous bid levels. In the new system, the Top 6 bid level remains unchanged, while the Final, Semifinal, and Quarterfinal bid levels are now capped. If the number of competitors exceeds the cap for corresponding rounds, the tournament director must determine how the top 6, 16, etc. competitors will be determined.
Note to Tournament Directors:
In 2019/2020, Congressional Debate TOC bids have changed from the traditional Top 6, Finals, Semifinals arrangement to a Top 6, Top 16, or Top 60 format. This may require an adjustment to your tournament structure. In order to ensure that bids are properly awarded, the Congressional Debate committee expects tournaments to have a clearly publicized set of transparent tiebreakers at your tournament.
If your semifinal or final round has more competitors than available bids, (i.e. 78 competitors in semifinals for 60 bids), you must clearly identify which competitors will earn the bids and which will not by applying your identified tiebreakers.

A fully qualified Silver PF entry is:
- an intact partnership with 1 Gold bid
- an intact parternship with 2 Silver bids
- an intact partnership from an international school
- an intact partnership who reached Silver PF Octofinals at the 2022 Tournament of Champions
- an intact partnership from an Urban Debate League member school with 1 Silver bid, or a proven track record of competitive success

Speech Events
To be fully qualified in any speech event a participant needs TWO bids.
Bids are awarded based on the actual entries in a given event:
- If 24 or fewer competitors enter, the top 3 receive bids.
- If 25 to 72 people compete, the top 7 finalists receive bids.
- If 73 to 125 or more are in an event, the top 14 semifinalists receive bids
- If 125 or more are in an event, the top 24 quarterfinalists receive bids.
NOTE--a bid in prose OR poetry counts towards qualification to the TOC in Oral Interpretation.
